Gap in fiberglass

Anyone ever seen this?

I am pulling out a knot meter that a previous owner had put in my 84 Spindrift Daysailer. There is a significant gap between the bottom of the hull and the deck. I stuck a paper towel on a coat hanger and reached it into to the bilge and found it was damp. A hair dryer is currently drying out the inside of the hull. Just wondering if this gap is normal.

Looks like it's intended to have an inner hull.
